Maryland plans juvenile car-theft pilots in Baltimore, Montgomery — 1dMaryland Gov. Wes Moore directed the Department of Juvenile Services to launch pilot programs in Baltimore City and Montgomery County to identify young people involved in or at risk of stealing cars. The effort will coordinate families, social services, schools and law enforcement, with early support for children too young to face criminal charges, following a series of fatal crashes involving stolen vehicles.
