Crowley Proposes Wisconsin Abortion-Rights Amendment
Democratic Wisconsin gubernatorial candidate David Crowley on Oct. 6, 2026, in Milwaukee proposed working with the Legislature on a constitutional amendment to protect reproductive freedom, including abortion. Flanked by Sen. Tammy Baldwin and running mate Sarah Godlewski, he said it would establish a fundamental right to reproductive-health decisions, leave viability judgments with clinicians, and bar penalties for seeking or aiding care. Passage requires two consecutive legislative sessions then a majority referendum; the governor has no formal role. Republican candidate Tom Tiffany said the same day he would uphold the current ban on most abortions after 20 weeks, which he voted for as a state senator in 2015. Crowley said rights are only as safe as the next election and called Tiffany an anti-abortion extremist who backed a nationwide zero-week ban with no rape, incest or life exceptions. Tiffany said Crowley wants unlimited abortion to nine months, which he said most Wisconsinites reject. In June 2025 the state Supreme Court made an 1849 ban unenforceable while rejecting a constitutional right claim. Other restrictions remain; Planned Parenthood sued again in September.
