Trump’s energy ceasefire meets Russian silence and fresh strikes

On Oct. 11, Donald Trump posted on Truth Social that an energy ceasefire in the war between Russia and Ukraine was already in force. “Effective immediately, there is an ENERGY CEASEFIRE in the War between Russia and Ukraine. Both parties have agreed. Do not break it!” he wrote. He offered no further terms.
A Russian strike on a Kyiv energy facility was reported in the same window. Further strikes hit energy sites in the Kharkiv region. The sequence left Kyiv waiting for confirmation that never came from Moscow.
Volodymyr Zelenskyy told Fox News that Ukraine had already complied overnight. “We didn’t attack any energy objects on the territory of Russia because President Trump said that there will be an energy ceasefire between Ukraine and Russia,” he said. “And we didn’t attack, but Russia attacked our gas stations, energy infrastructure, infrastructure and other things.” He added: “We are ready today for energy ceasefire, as President Trump said. But I’m not sure that Putin is ready because even after yesterday’s messages from the president about energy ceasefire, Putin attacked our gas infrastructure.” Zelenskyy called the continued Russian strikes Moscow’s answer to the American announcement. “It was his answer to President Trump. He attacked our energy infrastructure,” he said. “The communication from Russia was very clear that they don’t know anything about energy ceasefire.”
He defined the bargain in plain terms. “When we speak about energy ceasefire, it means only one thing: that they don’t attack our energy infrastructure, and we don’t respond to their energy infrastructure.” In separate remarks he said that if Russians agree to an energy ceasefire Ukraine will agree, and that if President Trump negotiated it with Putin, Kyiv needed to be told when it begins: “we are ready and we will accept it.” Addressing the Warsaw Security Forum by video, he repeated that Ukraine’s offer was honest and clear and that Kyiv had already shown it meant the pause.
Kremlin spokesman Dmitry Peskov repeatedly declined to confirm or deny any such agreement. He said only that contacts were continuing and that Moscow would speak when it had something to say. Former Secretary of State Mike Pompeo, appearing on Fox News, judged Russia unlikely to accept Zelenskyy’s call. Trump had made a similar energy-ceasefire claim on Sept. 14 that did not hold; both sides kept striking energy targets afterward.
The announcement landed inside a larger American effort to bring down diesel prices for U.S. consumers. On Friday Trump announced a deal lifting sanctions on Russian diesel exports. Russia was to supply 300,000 metric tons immediately—about 2.25 million barrels—then 500,000 tons in November and one million after that. The United States exports about 1.5 million barrels of diesel per day. Zelenskyy called the decision weak and argued that diesel prices were being driven by disruption in the Strait of Hormuz, not by Ukrainian strikes on Russian refineries. Trump had pressed Kyiv to stop hitting those refineries and, on Saturday, said Zelenskyy should damn well stop and suggested Ukraine needed a new leader.
Seven senators—three Democrats and four Republicans—issued a statement opposing the diesel arrangement. They said it ran directly counter to a law that had banned Russian energy imports and urged the administration to reverse course. Republican Sen. Thom Tillis said the deal absolutely will put American lives at risk. EU foreign policy chief Kaja Kallas echoed criticism of the diesel deal and said she saw no sign Russia would stick to an energy pause; British Defence Secretary Wes Streeting said the United Kingdom did not support the diesel arrangement. Oleksandr Merezhko argued that Putin’s aim is to remove Zelenskyy as a wartime leader and that the American posture was shifting toward a world of strongmen and spheres of influence.
Those objections are real and should be stated in their own terms. Congress did bar Russian energy imports while the aggression continued. European partners see any cash flow to Moscow as a lifeline. Yet the volumes Trump described remain modest beside daily U.S. diesel exports, and the political pressure on American pump prices is not abstract. Households and truckers pay first. A president who treats lower fuel costs and an end to open-ended foreign bleeding as national interests is acting inside the ordinary American’s ledger, not against it. Limited government does not require the United States to underwrite every European preference without a reciprocal path to de-escalation. National sovereignty includes the right to negotiate pauses that protect U.S. taxpayers and consumers even when allies prefer maximal pressure.
Zelenskyy also answered Trump’s call for Ukrainian elections. Martial law under Ukraine’s constitution suspends elections in wartime. Zelenskyy said he was ready for elections but needed a minimum of 60 days of total ceasefire for security of infrastructure so a vote could be prepared. The Kremlin rejected that 60-day proposal. Russian Foreign Minister Sergei Lavrov said Kyiv does not deserve a ceasefire respite. Peskov separately framed any election-day pause as something Moscow might consider for a single day, not two months.
The conservative case does not require pretending Moscow has accepted terms it will not confirm. It requires noticing who moved and who did not. Trump stated an immediate energy ceasefire and told both sides not to break it. Ukraine says it held its fire on Russian energy objects. Russia struck Ukrainian gas and power infrastructure and left its spokesman refusing to say whether any deal existed. An earlier September claim had already shown how quickly such announcements can dissolve without enforcement. Public safety for American families still turns on fuel costs and on whether Washington can impose costs and incentives that actually change behavior rather than fund permanent stalemate.
Six people were killed in attacks on two Ukrainian cities on Sunday. One death was reported in Russia’s Belgorod region and another in a drone attack in Russian-occupied Donetsk. Peskov’s line remained that contacts are continuing. Lavrov’s judgment that Kyiv does not deserve a respite still stands as Moscow’s public position on the wider ceasefire Zelenskyy sought.
