Mayor Zohran Mamdani spoke out after ICE agents fired seven rounds and shot a 28-year-old man in the neck in New York City's Marble Hill neighborhood Thursday afternoon. The man, identified by NYPD Commissioner Jessica Tisch as Oscar Belgal, was hit below his left ear and arrived at NewYork-Presbyterian Allen Hospital in stable condition, she said during a late-night news conference near the scene.
