The Trump administration announced that Microsoft and several other technology and outsourcing companies would be suspended from the Department of Labor’s PERM program, which employers use to seek permanent residency for foreign workers, including some on H-1B visas. Officials named companies including Adobe, Cognizant, Infosys, Tata Consultancy Services, Wipro, Capgemini and HCO, alleging that employers abused the visa system and used foreign workers to replace or undercut American employees. Vice President JD Vance pointed to Microsoft layoffs alongside its use of H-1B visas and green cards, but the administration has not publicly detailed evidence establishing that the company violated immigration law. The action concerns new permanent-residency filings; it does not, by itself, automatically cancel the status of foreign workers already employed at the affected companies, though it could complicate future immigration applications.
