What it's about
Tim Weiner argues that the CIA, from its founding in 1947 through the early 2000s, has repeatedly failed at its core mission of gathering accurate intelligence, while excelling at covert action whose consequences often backfired on American interests. Drawing on declassified documents, agency oral histories, and interviews with directors and officers, Weiner builds a case that institutional secrecy allowed chronic incompetence and self-deception to persist largely unchecked by outside scrutiny for six decades.

Who it's for
- Readers of American political history who want the CIA's record examined against its own internal documents rather than its public mythology - Policy students and analysts interested in how intelligence failures recur across different leadership eras and administrations - Journalists and citizens skeptical of national security institutions who want a documented case rather than a polemic
What’s inside
- 1A Mission Without a Method1 min
The CIA was created in 1947 with an urgent mandate but no coherent doctrine for how to actually collect intelligence, and this founding gap shaped every failure that followed.
- 2The Seduction of Covert Action1 min
Early Cold War successes in covert action, especially in Iran and Guatemala, convinced the CIA and the White House that regime change was a cheap, reliable tool, a lesson that proved largely false.
- 3The Bay of Pigs and the Cost of Self-Deception1 min
The 1961 Bay of Pigs invasion failed not from bad luck but because CIA planners suppressed contrary evidence and told political leadership what it wanted to hear.
- 4Vietnam and the Politicization of Analysis1 min
During the Vietnam War, CIA analysts often produced more accurate assessments than the military or the White House wanted, and this accuracy was systematically discounted or suppressed.
- 5Domestic Overreach and the Church Committee Reckoning1 min
By the mid-1970s the CIA's unchecked internal culture had produced illegal domestic surveillance and assassination planning, and only a rare moment of congressional will exposed the scale of it.
- 6Afghanistan and the Illusion of a Clean Win1 min
The CIA's covert support for Afghan mujahideen against the Soviet occupation in the 1980s looked like the agency's greatest success, but it seeded consequences the agency failed to anticipate or plan for.
- 7September 11 and the Collapse of the Old Model1 min
The failure to prevent the September 11 attacks was the culmination of decades of underinvestment in human intelligence and analytical rigor, not a sudden or unforeseeable breakdown.
- 8Iraq and the Repetition of Old Failures1 min
The CIA's 2002 assessment that Iraq possessed weapons of mass destruction repeated the same institutional failure mode seen throughout the book: analysis shaped to fit a political conclusion already decided elsewhere.
