Dubuque Racing Association, a nonprofit that owns and operates Q Casino + Resort, says its community-focused model directs casino proceeds back into Dubuque after operating expenses. This year, it awarded more than $1.5 million to 64 organizations through its Core Grant program, plus grants to three organizations through its Mission Grant program. Founded in 1985 to spur local economic development, the association has expanded beyond casino gaming to include hotels, dining, events and other attractions on Schmitt Island.
