South Bend drafts neighborhood-first data center standards
South Bend has released a draft “Neighborhoods-First” framework setting standards for potential hyperscale data centers, generally those exceeding 70 megawatts or 15 acres. The proposal calls for companies to pay their own way without city subsidies, disclose information rather than use nondisclosure agreements with local officials, protect natural resources, and address impacts such as noise, wastewater and location. It would also require local hiring and workforce development, with data-center revenue directed to neighborhood priorities such as infrastructure, affordable housing and utility relief. Mayor James Mueller said the city hopes to attract investment but has no specific project to announce; residents can comment on the draft through Oct. 31.
