A 48-year-old man identified by ICE as Miguel Parra-Hernandez was hospitalized in stable condition with a likely broken leg after an unmarked ICE vehicle struck him during a pursuit in west Harris County near Houston on Saturday. Surveillance video appears to show him running through a shopping-center parking lot before the SUV hit him; ICE says he ran in front of its vehicle while fleeing, and the circumstances remain under investigation. The operation’s target, Jose Mendoza-Cervantes, remains unaccounted for. Harris County authorities are investigating, and local officials have called on ICE to cooperate fully and provide transparency.
